The report by Auditor General Nancy Gathungu stated that more than ksh 10 million was paid as allowances to staff claims that the education cabinet Secretary has been quick to shun and dismiss.

Commissioning a Competence Based Curriculum (CBC) classroom at Chania Girls High School in Thika, the education CS stated that he prefers to personally commission projects as he trusts no one.

,”I go to commission projects because I don’t trust anybody. I must make sure that I’m not given reports that can’t be verified. It’s so much better to go to jail because you went to inspect something that is there that cannot be carried instead of being praised for or accused of spending money that was spent for something that’s not there,’ stated Magoha.

Releasing the report , Nancy Gathungu, the Auditor General stated that instead of subsistence allowances being paid from the headquarters this should have been done at the county levels claiming the costs would have been lower. It was also revealed that Mpesa was used to pay artisans who were tasked with desks and chairs as COVID 19 struck the country and thus a need for social distancing among the learners.

The AG further added that this is unconstitutional as it is against section 79(2b) of the public finance Management Act. The act states that a public officer employed in a National Government state organ or public entity should ensure that resources within the officer’s area of responsibility are used in a way that is lawful and authorised and effective, efficient, economical and transparent.
