Millions involved in Inspecting schools : Auditor general’s Report Reveal

A report has revealed that more than 10 million Kenyan shillings was used by education CS , George Magoha in inspection of schools. Nancy Guthungu, the auditor general has claimed the misuse of funds could have been avoided.

In a bid to reduce COVID 19 cases in schools there was part of a economic package that was meant to help in social distancing .

,’ The state department has established offices in all the counties and the staff in these offices could have been used with minimal or no costs. This expenditure was therefore against Section 79(2b) of the Public Finance Management Act, 2012, which states that a public officer … should ensure that resources within the officer’s area of responsibility are used in a way that is lawful and authorised and effective, efficient, economical and transparent,” Read part of the report

Mobile money transfer was also used in paying artisans who were assigned the duties of building of desks and chairs a method which the auditor general has termed to be a breach of the law as it is not prescribed by the National Treasury.

,’No explanation was provided for using a private application instead of using Ifmis being the national payment system as per the Public Financial Management Act, 2012. Under the circumstances, the management was therefore in breach of law,” added the report.

The expenses incurred accrued to 1,897,135,000 from all the 47 counties . A chair and a locker were meant to cost ksh3,800. The education ministry used Mpesa to pay artisans.
