IG Kanja Under Fire After Political Rally Stunt in Nyeri County

Questions are being raised over the growing visibility and perceived political alignment of Kenya’s top security chiefs with President William Ruto’s administration, sparking a national debate on the independence of the country’s security forces.

In a move that has drawn sharp criticism from civil society and legal experts, Inspector-General of Police Douglas Kanja is under fire for his public appearance alongside President Ruto during a recent development tour in Mt Kenya. Kanja not only attended the event but also addressed the politically charged crowd—remarks that critics say were overtly partisan.

The Law Society of Kenya (LSK) was the first to issue a formal statement condemning Kanja’s conduct, accusing him of violating the Constitution and abandoning the neutrality required of his office. LSK President Faith Odhiambo stated that Kanja’s participation in the rally “raises serious institutional concerns,” noting that his presence and remarks could be construed as a political endorsement.

“The Inspector-General has a constitutional obligation to serve all Kenyans impartially, regardless of political affiliation,” the statement read in part. “His appearance at a political rally, and the content of his remarks, amount to a breach of public trust and a direct violation of the laws governing the National Police Service.”

The LSK cited multiple legal provisions it claims were violated, including Article 245 of the Constitution, which mandates the Inspector-General to exercise independent command, and the Leadership and Integrity Act, which prohibits state officers from engaging in political activities or expressing political preference in public.

The legal body demanded a public apology from Kanja and urged him to cease all participation in political events in his official capacity. “If Mr. Kanja is unable or unwilling to uphold the impartiality required of his office, he should step aside,” the statement concluded.

This controversy follows a similar incident involving Chief of Defence Forces Charles Kahariri, who also came under public scrutiny after comments perceived as politically motivated in defense of the President amidst growing opposition criticism.

While both Kanja and Kahariri have not publicly responded to the allegations, their recent actions have sparked public concern over the increasing involvement of the police and military in political affairs—an area from which these institutions have traditionally maintained a cautious distance.
