IEBC vice Chairperson Juliana Cherera says that her boss Mr Chebukati secretly printed two sets of result transmission form without consulting other members of the commission.
While responding to the petition filed by Azimio leader Raila Odinga seeking to nullify the August 9th results, through an affidavit, Cherera accused Mr Chebukati of running a one man show resulting to conflicts in poll results.
She recounted on how she traveled to Greece in the company of another iebc commissioner Francis Wanderi to inspect the printing of the ballot papers by Eyelpidon-based Lykos (Hellas) only to find out that Mr Chebukati had ordered the printing company to print two sets of form 34As.
Ms Cherera maintains that after the discovery of the second set of form 34As, various political parties protested forcing the Iebc chairperson to call for a meeting to resolve the conflict. Upon agreement, the stakeholders agreed to store the second set of form 34As in a tamper-proof box.
Ms Cherera however, did not reveal through the affidavit whether the said documents are still intact.
She also claimed that Mr Chebukati resigned various commissioners and senior staff midway through the tallying process at Bomas of Kenya.
For instance Deputy CEO Ruth Kulundu was moved from head of election operations to protocol duties such as receiving VIPs. Irene Massit, in charge of IEBC’s legal committee was moved to hospitality.
The chairperson undertook the foregoing re-designations unilaterally without consultation with the commissioners, Ms Cherera adds.
Justus Nyang’aya in charge of ICT, was also moved to protocol duties While Cherera who was in charge of media briefing, was tasked to read out unverified handwritten results to the public.
Ms Cherera also disclosed through the affidavit that Mr Chebukati ordered all returning and presiding officers to first report to him with the physical forms 34A and 34B before taking any other action.
